Welcome to the Alameda County Health Care Services Agency (HCSA) Office of Compliance Services (OCS). HCSA OCS promotes an Agency-wide culture of compliance and ethics. We support the HCSA’s commitment to adhere to the highest professional, clinical and ethical business conduct and standards. OCS assists HCSA Departments in complying with the laws, regulations and policies that govern health care industry through education; risk assessment; assistance with policy and process development; guidance and support to organizational leaders and staff; auditing and monitoring; and providing a confidential means for employees and others to report wrongdoing.
The HCSA Human Resources Department carries out a wide range of HR functions, including those related to hiring, temporary assignments, performance management, disciplinary actions, labor relations, payroll administration, position control, end user support for HR and payroll applications, maintenance of employment records, staff development, and workforce planning. All human resources activities carried out within the Health Care Services Agency are overseen by the HCSA Human Resources Department, which serves all four departments (Office of the Agency Director, Behavioral Health, Public Health, and Environmental Health) within the Agency.

HCSA IS Department is comprised of 3 major services:
PMO – Project management Office: Driving new technology and program implementations and optimizations to ensure standards across the agency.
BI-Data – Business Intelligence/Data Warehouse: Data analytics unit to analyze and understand current trends, meet reporting requirements, support organizational goals and strategies.
Operations: Support/Help desk, continuous system and business application development, maintenance and monitoring of security and compliance for all business and enterprise applications used throughout Healthcare Services Agency.
The HCSA Communications Department carries out a wide range of Public Information functions including promoting effective communication in presenting the strengths of our organization and its employees in an accurate and timely manner by responding to and coordinating media requests for information, issuing press releases, and managing the Agency's social media presence. All communications activities within the Health Care Services Agency are overseen by the Communications Department, which serves all four departments (Office of the Agency Director, Behavioral Health, Public Health, and Environmental Health).
