Ongoing Planning Council

The Ongoing Planning Council (OPC) is made up of a diverse set of stakeholders, including consumers and family members, and the BHCS Administrative Team. The Council has advisory authority over programs funded through the MHSA, and performs the following three tasks:
- Review the performance of all MHSA
programs; assess their impact on the transformation of the public
mental health system and publish findings.
- Based on these findings, recommend
global program and budget modifications that will increase the
efficacy of MHSA programs and their influence on system
transformation.
- Advise the Mental Health Director and MHSA staff on plans for using future MHSA funding streams including comment, assessment, and prioritization of programs developed for these plans.
The Council’s deliberations are based on MHSA program reports and presentations from MHSA planning staff, providers, consumers, family members and the community-at-large. The Council will convene committees that will meet separately to work more in depth on specific issues and report findings and provide recommendations to the full Council.
