Community Services & Supports (CSS) Planning 2004-2006

The Mental Health Services Act is a ballot measure passed by California voters in November 2004, that provides new funding for public mental health services.  It's funded by a new tax on high income individuals, is designed to expand and transform California’s county mental health service systems.   It stipulates that the State Department of Mental Health (SDMH) will contract with County Mental Health Departments to develop and manage the implementation of MHSA's provisions.
