EPSDT Expansion: Overview

Request for Proposals Release

Alameda County Behavioral Health Care Services (BHCS) is releasing a Request For Proposal (RFP) for the procurement of services.

RFP No. WRAP: Wraparound Services

Alameda County Behavioral Health Care Services is requesting providers experienced in the delivery of child and adolescent mental health services, to submit proposals for a mental health Wraparound services program.  This new program is intended to serve Alameda County child welfare dependents of the court. The contractor will provide Wraparound Mental Health Services to dependents referred by Child Welfare Workers from the Alameda County Department of Child & Family Services (CFS). 

Community-Based Organizations and Public or Private, For–Profit or Non-Profit Organizations and collaborations of such organizations with experience providing mental health services to the target population are encouraged to submit a proposal.

General Information on EPSDT and the EPSDT Expansion in Alameda County

EPSDT (Early and Periodic Screening, Diagnosis and Treatment) is a federal and state Medicaid health care program.  

Alameda County Behavioral Health Care Services has contracted with many community based organizations to expand mental health services for children and youth who qualify for EPSDT.

EPSDT eligibility requires that a client have full-scope Alameda County Medi-Cal coverage, be under the age of 21, and have a qualifying mental health diagnosis.


The First Round

Vision and Priorities

When the decision was made to expand EPSDT-funded services in Alameda County, the Children’s Advisory Committee identified four new priorities for the first round, and a workgroup made up BHCS staff and community stakeholders was established for each.

·         Co-occurring disorders  Refers to a primary mental health diagnosis along with a secondary problem with alcohol or other drug (AOD).

·         0–5 Focusing on Early Childhood Mental Health (ECMH) with infants and children from birth to age five.

·         Foster care For innovative services to children who are a part of the child welfare system.

·         School based Meeting the mental health needs of school-age children by providing services in the school setting.


The first round of expansion began in January, 2003. Seventy-nine percent of the expansion funding was targeted to the four priority groups identified above.


The Second Round

The second round of EPSDT expansion began in September, 2004.  A review committee which included topic experts from the community was established for each of the second round priority groups.  Each committee established the criteria for scoring proposed programs.
